Telangana government executes major reshuffle of IAS officers

In a significant administrative overhaul, the Telangana government, under the leadership of Chief Minister Revanth Reddy, issued orders late on June 12, 2025, for the transfer and reassignment of nearly three dozen Indian Administrative Service (IAS) officers. 

The reshuffle, formalized through Government Order (GO) Ms 876, was orchestrated by Chief Secretary K. Ramakrishna Rao and includes high-profile transfers across various departments and districts. 

Key Appointments and Transfers

Among the notable changes, senior IAS officer Navin Mittal, previously the Principal Secretary of the Revenue Department, has been reassigned as Secretary of the Energy Department. This transfer relieves Sandeep Kumar Sultania from the full additional charge of the Energy portfolio, allowing him to focus on his roles in the Finance and Panchayat Raj departments.

Harichandana Dasari has been appointed as the new Hyderabad Collector, replacing Anudeep Durishetty, who now takes up the role of Collector and District Magistrate in Khammam. Ms. Dasari, a seasoned officer, is expected to bring her expertise to enhance urban governance in the state capital.

N. Sridhar, a senior IAS officer, has been posted as the Principal Secretary of the Panchayat Raj Department, with additional responsibilities as Principal Secretary of the Mines Department. 

Shashank Goel, formerly the Special Chief Secretary of Telangana Bhavan, has been transferred to the role of Resident Commissioner at Telangana Bhavan in Delhi. He replaces Gaurav Uppal, who has been appointed as Secretary to Government, Coordination (GoI Projects & CSS) at Telangana Bhavan.

Other significant changes include:

  • D.S. Lokesh Kumar, Additional Chief Electoral Officer, taking on the full additional charge of Revenue Secretary and Chief Commissioner of Land Administration, replacing Navin Mittal.
  • B. Bharati Lakpathi Naik was appointed as the Secretary of the Telangana Information Commission.
  • T. Vinay Krishna Reddy transferred from the Irrigation Department’s Land Acquisition and R&R Commissioner to Nizamabad District Collector.
  • Siva Sankar Lotheti was reassigned as Joint Secretary of the Agriculture Department, replacing P. Uday Kumar.

Strategic Objectives 

The reshuffle reflected Chief Minister Reddy’s intent to optimize administrative efficiency and ensure effective implementation of welfare schemes and development projects. Sources indicate that the government prioritized officers’ tenures and performance, with several transfers targeting those who had served in the same position for over two years. The move also aligns with the state’s push to strengthen key sectors such as energy, rural development, and urban administration.

The appointment of new collectors in districts like Khammam, Nizamabad, and Hanamkonda signals a focus on bolstering local governance and addressing district-specific challenges. For instance, Anudeep Durishetty’s transfer to Khammam is expected to leverage his experience to drive developmental initiatives in the region.

The Timing

This reshuffle follows earlier bureaucratic adjustments in 2024, including a transfer of 20 district collectors on June 15 and a larger reshuffle of over 40 IAS officers on June 24. The June 12, 2025, reshuffle builds on these efforts, marking a continuation of the Congress government’s strategy to recalibrate the administrative machinery post-elections. The absence of electoral restrictions has allowed the government to execute these changes swiftly, with Chief Minister Reddy personally overseeing the finalization of the transfer list in consultation with senior officials.
